Did you already know about the EPBD obligation from 2025?
The new EPBD (Energy Performance of Buildings Directive) legislation coming into force in 2025 will have a major impact on parking lots at businesses and stores. According to this European directive, all existing buildings with more than 20 parking spaces must be equipped with electric vehicle charging points. This legislation is an important step toward a more sustainable future, but it also raises many questions: what does this mean specifically for your parking lots, what do you need to do to comply? What fines are applied?
Enforcement of the obligation is done by the Flemish Energy and Climate Agency (VEKA). If it is determined that the obligations have not been met, VEKA can impose an administrative fine of:
- 2,000 euros per missing electric vehicle charging point

What exactly does the EPBD legislation entail?
As of 2025, companies and Co-Owner Associations (VMEs) must ensure that there are at least 2 charging points available for every 20 parking spaces (see table below). In addition, all parking lots must be prepared for the future, meaning that infrastructure must be in place to easily install additional charging points later. This requires both technical studies and the installation of the necessary facilities.
For new construction, there will be stricter rules that if there are more than 2 parking spaces, a charging point must be provided for each space.
